Intergovernmental cooperation for strengthen the publicness of public health care: Focusing on legal phenomena and tasks

Abstract
Objectives: The purpose of this study is to suggest how central and local governments should enhance mutual cooperation in order to raise the publicness of public health care.

Methods: Interpretation methodology of laws was used in this study; write carry out interpretation targeting the ¡¸FRAMEWORK ACT ON HEALTH AND MEDICAL SERVICES¡¹, ¡¸PUBLIC HEALTH AND MEDICAL SERVICES ACT¡¹, ¡¸NATIONAL HEALTH PROMOTION ACT¡¹, ¡¸NATIONAL HEALTH INSURANCE ACT¡¹, ¡¸REGIONAL PUBLIC HEALTH ACT¡¹, ¡¸MEDICAL SERVICE ACT¡¹, ¡¸INFECTIOUS DISEASE CONTROL AND PREVENTION ACT¡¹, ¡¸ACT ON THE ESTABLISHMENT AND MANAGEMENT OF LOCAL MEDICAL CENTERS¡¹ etc. And write try to divide the affairs of public health care medical services into national, institutional, autonomous, joint and common affairs, and attempt to analyze the authority of affair handling. That are based on the Supreme Court's case.

Results: The result is that in order to enhance the publicness of public health care, it is essential that the public health care law system is overhauled first, and that the principles and methods of practice should be improved overall.

Conclusions: is that the enhancement of public health care's publicness is accessible from both a fundamental and a practical perspective. The fundamental aspect is that trust and respect between the central and local governments, independence and accountability, free communication and strengthening of community consciousness should be improved. In practice, the readjustment of the public health care law, the timing of work processing, rigor and openness, and the harmony between top-down and bottom-up methods should be strengthened.
